Portugal's occupational safety and health regime (Law No. 102/2009 of 10 September, Article 75) requires employers to train a sufficient number of designated first-aiders, scaled to company size and risk. The law sets no numeric ratio — the number follows from the risk assessment.

Portuguese creches are governed by Portaria No. 262/2011, and since 2021 INEM-homologated providers deliver paediatric basic life support and first aid for early-childhood staff, aligned with DGS and INEM guidance. Certification renews every 2 years and online courses are accepted.

Portugal imposes a legal duty to rescue under Article 200 of the Criminal Code ("Omissão de auxílio"): failing to give necessary assistance in a grave emergency is punishable. There is no separate civil-immunity shield for the lay rescuer.

Nurses in Portugal practise under a cédula profissional issued by the Ordem dos Enfermeiros, whose EnForma platform accredits continuing professional development with no single national hour count. Accredited CPR/AED, ACLS and PALS training counts toward title maintenance.

In Portuguese residential structures for older people (ERPI) and care homes, basic life support (SBV-DAE, a 7-hour hands-on session) is embedded in geriatric-aide training and is increasingly required at hiring. A recognized, up-to-date certificate meets the requirement and is renewed periodically.

Foster care in Portugal is governed by the Law on the Protection of Children and Young People at Risk (Law 147/99) and Decree-Law 139/2019, coordinated by the ISS. No rule explicitly requires a first-aid certificate, but the mandatory initial and continuing training covering the child's health and safety is compulsory.

Online CPR and first aid training is recognized in Portugal, with 3-year certification. The law requires adequate, ongoing training with a practical component, so theory may be completed online and the practical assessed in person.
